In the real app this uploads to Supabase Storage, tagged to the incident ID, and goes live immediately with the green check — there's no review queue.

New incident
In the real app this is an INSERT into the `disasters` table, gated by RLS to whoever currently holds Pandur-Tail — checked the same way project ownership is today, just against the seat lookup instead. New bubbles start Live with empty dispatches/media, same as everything else.

Dispatches are for the incident as a whole — a ceasefire, a town falling, an evacuation order. Something specific to one street or neighborhood belongs on that place's pinboard in the Local Network section instead. Every organization submission is reviewed by Pandur-Tail before it goes live; declined submissions aren't lost, just redirected there.
